The Ontario government is looking for spies. The province issued a tender yesterday for a company to use "secret shoppers'' to assess the driver-testing system. The bidder will send undercover customers into Ontario's privately run testing centres and report back on inspectors' thoroughness, the potential for cheating, and the wait-times.
